Jharkhand, which earned the soubriquet Ruhr of India because of its early lead in industrial development, Jhar Sportshas also had a unique and glorious sporting Tradition, Apart from being a great treasure trove of talent for Archery, Hockey Atheletics, Kabaddi, and Boxing, Jharkhand is also home to the celebrated hockey wizard and captain of the first Olympic gold winning team at Amsterdam Olympics (1928), Jaipal Singh Munda. On its birth as a separate state, the Govt naturally reappraised its priorities and granted sports the pride of place.
Prior to the bifurcation of the state of Bihar, Jharkhand area was known as South Bihar and consisting of 1/3rd area and population of the then State. Even in those days, this part was known for its sports achievements at national/international levels, especially in the sports like Hockey and Archery etc. About 3/4th achievements in the field of sports of the then Bihar state was contributed by South Bihar region i.e. the present Jharkhand state. So, Jharkhand is historically a state with huge sports potential. Since the creation of Jharkhand state, we have underlined our presence in the national/international fields of sports. A Phalanx of sportspersons like Sylvanus Dungdung, Manohar Topno, Sumarai Tete, Savitri Purti, Vimal Tirkey, Jhanu Hansda and M.S. Dhoni etc. have brought laurels to Jharkhand and are inspirations to young and upcoming sports talents.

From sports point of view, Jharkhand is a unique state. It has immense sports potentialities. Jhar SportsHowever, it has only a fistful of sports facilities available in the state. For example, presently we have only a few state level stadia at Ranchi and some district level stadia at some other places, apart from some good stadia at Tatanagar, created by corporate bodies. These are not enough to cater to our need.

As far as our own efforts to meet the present challenges are concerned, the existing number of Sports Training Centers (Residential) has been increased from 6 to 16. Day Boarding Sports Training Centres have been started. Different Sports Associations, including JOA, have been provided with financial assistance to organise training camps and other sports events. Advisory Services are also being sought for pre- paring Sports Training Module for national/international sports events. Provisions are also being made to obtain the services of national/international Sports Coaches for Special Games Training/Technical Jhar SportsTraining etc. Sports Authority Jharkhand (SAJHA)has also been established. But to turn our rich sports talents into Sportsperson of international calibre, we need to develop further a lot of national/international level infrastructure with the help of GOI so that proper care of the sports Training Centers is taken and an encouraging atmosphere for the young and talented sports persons is created. Presently we need standard stadia (indoor/outdoor) at all district head quarders with multi-gym facilities and out-door stadium at block levels. For the next 5 Year Plan we have proposed several such schemes which will to overcome our existing shortcomings. Even with so many shortcomings Jharkhand has a number of achievements to its credit with the help of its talented sports persons at national/international levels. Some of these are cited below.

Achievements :

In recent past, Jharkhand has won the National Championship of Subroto Mukharjee cup Football Tournament twice. At Bangalore, recently Jharkhand has claimed gold in under-17 National Jhar EnvisFootball Championship. Jharkhand finished runner-up in National Junior Girls Hockey Tournament last year. The National Women Hockey Team is adorned with many gems like Sumrai Tete, Subhadra Pradhan, Kanti Ba etc. from Jharkhand. In the last Archery Nationals, Jharkhand claimed more than half of the medals on offer.
Thus, sports in Jharkhand has several silver linings which may take it to the top on national/international level. In certain sports events like Hockey, Archery, Boxing, Atheletics (middle distance run) etc. we have best players who have proven their ability time and again. It they are provided with certain facilities, they will be able to prove their metal on the international sports scene.

Development Plannings Ahead :

For further development in the field of sports, we need more active help from GOI and its sports agencies. Jhar EnvisAlthough SAI sub-centres are running at Bokaro, Dhanbad and Palamu, we still need some additional SAI Training centres for hockey, football, volley-ball and atheletics etc. and some new Centers for sports like boxing, basket ball, weightlifting, handball, Taikwando, Wushu, Wrestling, Kabaddi, Kho-Kho, Gymnastic etc. As an alternative, GOI/SAI may provide financial assistance to Govt. of Jharkhand for this purpose. Building for one SAI Training Center has been constructed at Padma (Hazaribagh), but it is not operational as yet. Its operationalisation is needed

immediately. Hockey and Archery are two sports which are in the blood of the young sports persons of the state, so if a Hockey and Archery Academy/Centre of Excellence is opened here, it is bound to yield best possible results. Keeping in view the young and energetic tribal and non-tribal youth of this hilly area, who have natural inclination towards sports, we need a Physical Training College in the Jhar Envisstate, on the line of Maharani Laxmi Bai Physical Training College, Gwalior. SAI has posted 25 coaches in the State, but the number of these coaches are needed to be increased considsably (at least doubled) to cater the need of the large number of highly talented young sports persons. N.Y.K.S. is functional only in 16 districts of the State. The NYKS centres should be introduced to rest of the districts, so that the youth of these 6 districts are also brought to the mainstream of the youth activities in the State. Similarly, Youth Clubs are also running there, but its number is required to be increased so that more of rural youth get the opportunity to use their talents and energy, in certain creative activities, in right direction. At present NYKS is organising Block level competitions only in 3 blocks per district, whereas it should extend its activities to all the blocks of a district.

34th National Games have been alloted to Ranchi (Jharkhand). From this point of view also, we need immense help from GOI in sports related activities. For this purpose, we need technical support and additional Training Centers etc. on priority basis for the state. We expect SAI to provide us with an OSD for National Games.

34th National Games '07

It is matter of proud for a new state like Jharkhand to host National Games. In view of the long and distinguished sporting history of this state Govt. made its declaration of intent to bid 34th National Games Jhar Envis'07. Except strongwill Jharkhand had nothing in its favour even sports infrastructure to organise National Game. Govt. has sanctioned construction of state of art. Mega Sports Complex and Khelgaon as well as renovation of existing Sahid Birsa Munda Stadium and Astroturf Hockey Stadium.

Creation of Sports infrastructure for National Games '07 and National Games organisation will cost about Rs. 504.70 crore. (Realistic estimate is enclosed herewith). Huge cost involved in this will cast heavy burden on the state exchequer. So far we have received Rs. 67 crore as ACA (Rs. 32 crore in 05-06 and Rs 32 crore in 06-07) out of this A.C.A. amount only 30% is as grant and 70% is as Loan.

Request for release of Rs. 200 crore as central grant for National Games '07 has been sent vide letter no. 236 dated 01-08-2006. ( copy enclosed at page no. 12-13)

NEW INITIATIVES

Besides regular scheme of Rural & women sports competition school sports competition Jhar Envisfrom Block to state level, sports department has started following new schemes to encourage sports.

1. Grant to Sports Associations – To excel in Sports it is necessary to involve all the sports association and work with them in partnership. State Govt. is regularly supporting Sports association to strengthen them. Since creation of Jharkhand State Govt. have been providing grant to sports association. 2. Cash reward scheme for sports person and their coaches - State Govt. has launched cash reward scheme for Sport persons/Coaches to encourage sports. 3. Sports Stipend Scheme – State Govt. has launched sports stipend scheme from this year to provide financial support to sports person. Under this scheme monthly stipend of Rs. 6000/4000/3000 are given to promising sports persons of the state.

4. Consultancy Services for Sports – Sports bodies need expert services to plan this training programme, and services of International/ National Coaches for training. For this state Govt. has made provision of obtaining Consultancy Services.

5 Sports Talent Search Scheme and Sports Training Center - For better performance in sportsJhar Envis it is necessary to catch sports persons in their youth. Under sports talent search scheme, young sports talent are selected through competition at various level. Selected sports persons are admitted in sports training centers where they get sports training along with education. Monthly stipend of Rs. 1200 are given to each young boys/girls. Apart from this annual grant of Rs. 1500 for sports kit, medical facility etc. are provided to each boy/girl.
In view of these constraints 16 Day boarding Training Centers Jhar Envishave been started in the year 2005-06. Few more Day Boarding Training Centers will be opened shortly. Young Sports persons studying in different schools get sports training morning/evening hours in these centers. Sports persons of these centers get monthly stipend of Rs. 300 and sports kit. This Day Boarding Scheme has become very popular as students of good public school like D.P.S., D.A.V., & Convent Schools, having sports talent are able to continue their education in the school of their choice and get sports training as well.
